Urszula Zapolska

Urszula Zapolska, CHFP, MBA brings over 20 years of consulting experience in compliance, investigations, and litigation matters in the healthcare field. She has led high-profile engagements on behalf of national payers, physician groups, and hospital systems, delivering end-to-end solutions that integrate expert witness testimony, data analytics, statistical sampling, clinical and coding expertise, reimbursement analysis, and financial damages modeling.

As a proven project lead, Urszula has managed complex healthcare litigation and investigation matters from discovery through resolution and has coordinated cross-functional teams ensuring alignment, efficiency, and strategic support of clients throughout the case lifecycle.

She has also delivered insights through comprehensive claims data analysis, designing sampling plans, damages and reimbursement modeling, and has coordinated and supported multiple expert witnesses in writing and defending expert reports addressing coding, bundling, medical necessity, and contractual issues.

An expert in sampling and damages modeling, Urszula has designed statistically valid sampling plans and extrapolated damages in payer–provider arbitration cases and regulatory disclosures. She has authored and defended expert reports and affidavits on healthcare reimbursement and has evaluated and rebutted opposing expert calculations.

As analytics, statistical, and reimbursement lead, Urszula managed multiple provider compliance reviews and investigations resulting in disclosures to the OIG, AUSA, DOJ and Medicare contractors; Independent Review Organizations audits; and due diligence chart reviews.

She has experience in multiple U.S. civil and criminal investigations, including matters involving allegations of Medicare and Medicaid fraud, off-label promotion investigations, and alleged violations of the Anti-Kickback Statute, False Claims Act, Foreign Corrupt Practices Act, and HIPAA Privacy Rule.

Urszula holds a BS in Finance and postgraduate Applied Statistics certificate from DePaul University and an MBA from the University of Cambridge.
